Rlh, if I may, allow me to take a stab at these questions.

First, churches within the emerging conversation are Messianic because all Christian churches are Messianic. As Jesus the Christ (the Messiah) is the head of the Church, so all churches are gathering around Christ's mission of salvation and the renewal of creation through the work of the Holy Spirit through the followers of Christ. So, the author is answering an unwritten, but often heard, charge against emerging churches by affirming their place within the Church.

Second, a gathering of believers will be Messianic if they are living according to the Spirit of God. As I hinted at above, if a church isn't Messianic then it is not part of the Church, for it has turned its back on the kingdom work given to it by Jesus the Messiah. It in the very nature of the gathering of believers to continue in the work begun of Jesus while on this Earth, living in covenant with God, under the authority of him, and moved by the power of the Holy Spirit. So, the better question would be: why does this gathering of people call itself a church if it is not Messianic?

Third, the function of the Church is not to assist people "seeking a closer relationship with a spiritual blob." And, our spiritual beliefs are twisted, inaccurate, and totally centered upon the worship of ourselves because of the Fall. While it pleases our egos to think we can save ourselves or create a closer relationship with God through our own efforts, such is not the case (though, I can't speak to what the possibility may be for developing a closer relationship with a blob). One of the Messianic tasks of the Church is to point us toward Christ, who has done all that work for us. We no longer need to search and struggle or strive and strain in some poor attempt at salvation. Jesus the Christ has done it all for us.
